The City adopted the Vineyard Avenue Corridor Specific Plan (the "Specific <br />Plan"), on June 1, 1999 to guide future development within its boundary. The <br />Specific Plan sets forth land use, infrastructure, and other policies governing <br />furore development of the lands within the Corridor. a keF' element of which is the <br />realignment of Vineyard Avenue. <br /> <br />.u~cCL57 ~ ui~ ?z ,?zc' ~ The City approved PUD-01 and Vesting Tentative Map <br />7240 on March 20, 2001 and April 25,200I, respectively. The City also <br />approved a Growth Management Agreement ', t2~ ~' ,' :' :: :~ <br />development of the houses within the project to proceed in an orderly. <br />coordinated fashion. The approvals, taken together ~ith the Specific Plan, <br />constitute the initial development plan tbr the Property (the "Pr%jeer").
