That the developer shall analyze the ultimate improvements <br /> and submit a preliminary engineering design for providing <br /> water and sanitary sewer service to this development. This <br /> design shall be completed to the satisfaction of the City <br /> Engineer and shall be submitted with or prior to the <br /> submittal of a tentative tract map. <br /> <br />23. That the private entrance drive from Dublin Canyon Road to <br /> the project shall provide for a left turn lane and a right <br /> turn lane onto Dublin Canyon Road and pedestrian and bicycle <br /> access in addition to the entrance lane(s). <br /> <br />24. That the developer shall install a crossing of Dublin Creek <br /> at the location of the private entrance drive. This crossing <br /> shall be designed and installed to the satisfaction of the <br /> City Engineer and shall meet the requirements of the Alameda <br /> County Flood Control - Zone 7. <br /> <br />25. That all first-time purchasers of the condominium units shall <br /> be owner occupants although the developer may rent any unsold <br /> units. <br /> <br />26. That approval of this PUD shall not take effect until final <br /> completion of the annexation by the State Board of <br /> Equalization and County Assessor's Office. <br /> <br />27.
