Existing streets, alleys and easements <br />may be abandoned, closed or modified as necessary for proper <br />development of the Project. <br /> <br /> Any changes in the existing interior or <br />exterior street layout shall be in accordance with the <br />General Plan, the objectives of this Plan and the City's <br />design standards, shall be effectuated in the manner pre- <br />scribed by state and local law and shall be guided by the <br />following criteria: <br /> <br /> a. A balancing of the needs of proposed <br /> and potential new developments for ade- <br /> quate pedestrian and vehicular access, <br /> vehicular parking and delivery loading <br /> docks with the similar needs of any <br /> existing developments permitted to <br /> remain. Such balancing shall take into <br /> consideration the rights of existing <br /> owners and tenants under the rules for <br /> owner and tenant participation adopted <br /> <br /> -14- <br /> <br /> <br />
