has adopted written responses to written objections <br /> received; and <br /> <br /> WHEREAS, the Agency and Council have reviewed and con- <br /> sidered the Environmental Impact Report for the Redevelop- <br /> ment Plan prepared and submitted by the Agency pursuant to <br /> Public Resources Code Section 21151 and Health and Safety <br /> Code Section 33352, and determined that the Redevelopment <br /> Plan will have a significant effect on the environment and <br /> have adopted statements of overriding considerations in <br /> connection therewith on February 21, 1989, by Agency <br /> Resolution No.CDA89-1 and Council Resolution No.89-86 ; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES HEREBY ORDAIN AS FOLLOWS: <br /> <br /> Section 1. That the purpose and intent of the Council <br /> with respect to the Project Area is to accomplish the <br /> following: <br /> <br /> a. Eliminate blighting influences and correct <br /> environmental deficiencies in the Project Area, including, <br /> among others, small and irregular lots, obsolete and aged <br /> building types, incompatible and uneconomic land uses, sub- <br /> standard alleys and deteriorated public improvements and <br /> facilities; <br /> b. Assemble land into parcels suitable for modern, <br /> integrated development with improved pedestrian and vehicu- <br /> lar circulation in the Project Area; <br /> <br /> C. Replan, redesign and develop undeveloped areas <br />which are stagnant or improperly utilized; <br /> <br /> d. Provide opportunities for participation by owners <br />and tenants in the revitalization of their properties; <br /> <br /> e. Strengthen retail and other commercial functions <br />in the downtown area; <br /> <br /> f. Strengthen the economic base of the Project Area <br />and the community by installing needed site improvements to <br />stimulate new commercial/light industrial expansion, employ- <br />ment and economic growth; <br /> <br /> -4- <br /> <br /> <br />
