Ordinance No. 1433 4 <br /> <br /> 3. The topographic conditions, within the specified areas of <br /> the City of Pleasanton are such that: <br /> <br /> a. Extensive fire damage due to multiple fires, <br /> involving untreated wood shake or shingle building <br /> exteriors ignited because of exposure to fires <br /> which spread beyond the building of origin. <br /> <br /> b. Extensive fire damage and potential for loss of life <br /> due to the inability of the fire department to gain <br /> rapid access to fires due to terrain, slopes, <br /> landscaping, size of building, and relationship to <br /> other buildings in time to stop a free burning roof <br /> fire from consuming the entire roof and attic area. <br /> <br /> c. The City of Pleasanton is primarily located within <br /> a valley with a mountain range to the west (some <br /> of which is in the City). This range reaches an <br /> elevation of approximately 1000 feet. To the east <br /> and southwest there is "hilly" terrain which <br /> reaches 700 feet of elevation and is within the <br /> City. In addition, there are flatland areas bordering <br /> the City which are agricultural in nature and highly <br /> flammable grain and hay crops abound. All of these <br /> areas have been determined,-by the California <br /> Department of Forestry to present a fire hazard <br /> severity of moderate to extreme. For ignition <br /> these areas only need a spark from a unprotected <br /> chimney opening. <br /> <br /> d. The City is also bisected by numerous man-made <br /> and natural structures, i.e., creeks, canals, arroyos, <br /> underpasses, overpasses, rail tracks and trestles, <br /> bridges and a major highway. These are natural <br /> phenomena of the terrain or man-made to enhance <br /> travel into, out of, and within the City. There are <br /> deadend streets, cul-de-sacs of over 500 feet and <br /> grades to be transversed that exceed 20%. There <br /> are apartment and condominium complexes that <br /> have limited access and have units placed at <br /> different elevations. We are a rapidly growing <br /> <br /> <br />
