Ordinance No. 1433 2 <br /> <br />WHEREAS, the City Council finds that each of the aforementioned changes <br /> or modifications which is set forth in this ordinance is <br /> reasonabl~, necessary because of local climatic, geological or <br /> topographical conditions in the area encompassed by the <br /> boundaries of the City of Pleasanton, and said Council further <br /> finds that the following factors support the local necessity <br /> for the aforementioned proposed changes or modifications: <br /> <br /> 1. The climatic conditions within the City of Pleasanton are <br /> such that: <br /> <br /> a. Extensive fire damage, potential loss of life and <br /> injury to fire personnel due to the limited <br /> effectiveness and capabilities of the fire <br /> department to control free burning roof fires, <br /> fanned by high winds which require extra ordinary <br /> tactical measures, which in themselves cause early <br /> exhaustion of firefighters. <br /> <br /> b. Extensive fire damage due to exposure problems <br /> compounded by high winds which reduce <br /> effectiveness of hose streams through <br /> disintegration, lack of reach and misdirection. <br /> <br /> c. Extensive fire damage caused by an exterior roof <br /> fire spreading to and involving nearby dry <br /> vegetation, other buildings or objects, thereby <br /> resulting in multiple fires due to dryness, high <br /> temperatures, and/or winds. <br /> <br /> d. The mean annual rainfall average is 17 inches <br /> which primarily occurs starting in October and <br /> ending in April. The mean daily maximum <br /> temperature is 73 degrees Fahrenheit with hot, dry <br /> summer days, which bring temperatures to the 100 <br /> degree Fahrenheit mark. The mean daily minimum <br /> temperature is 42 degrees Fahrenheit with cold <br /> winter nights bringing temperatures below <br /> freezing. Prevailing winds are out of the <br /> southwest and range from calm to gusty at 10-15 <br /> <br /> <br />
