Resolution No. PC-01-43 <br />Page 2 <br /> <br />flexibility for construction towards the front of the lot. There is a <br />relationship between the unique physical circumstance and the variance <br />requests to encroach into the required front yard. Additionally, the <br />reduced front yard setback requested by the applicant for the garage <br />addition would still exceed the front yard requirement in effect at the time <br />the applicant's house was constructed. <br /> <br />Structure-to- Structure Separation Variance <br /> <br />The left elevation of the submitted plans shows that if the change in <br />elevation at the rear portion of the building envelope did not exist, the rear <br />portion of the addition would remain at 15 feet in height -- essentially <br />being a one-story addition -- and would not trigger the structure-to- <br />structure separation requirement of 17 feet. Furthermore, when viewing <br />the structure from the street, only 15 feet of vertical height would be <br />visible. <br /> <br />The granting of the variance will not be detrimental to the public health, <br />safety or welfare, or materially injurious to properties or improvements in <br />the vicinity. <br /> <br />The proposed design will match the flat roof, materials, and colors of the <br />existing residence. The visual impact of the cumulative linear width of the <br />two garage doors and the entire residence is mitigated by the angle of the <br />12-foot wide garage door relative to the 10 foot-wide garage door and the <br />angle of the entire house relative to the cul-de-sac (the southeastern <br />portion of the house is setback 34 feet from the front property line). As <br />shown on the front elevation and the cross-section drawings prepared by <br />the architect, the pad of the proposed garage would be approximately 2 ft. <br />lower than the elevation of the pad of the existing garage. This difference <br />in elevation helps to offset the height of the garage necessary to provide <br />clearance for the applicant's RV. Existing trees on the property on the <br />north side of the subject site would help to screen the view of the addition <br />from Kottinger Drive (approximately 200 feet north of the subject lot). <br />While the proposed addition will be visible to the downhill properties on <br />Amaral Circle after its initial construction, over time, these trees will also <br />help to screen the view of the structure from Amaral Circle. <br /> <br />WHEREAS, the Planning Commission determined that the proposed project as <br /> conditioned is appropriate for the site. <br /> <br /> <br />
