Council/Commission Work Group Purpose <br /> Nelson Fialho provided an overview of the Work Group's purpose as was directed by Council <br /> at its April 15, 2008, meeting. The Work Group is asked to conduct a review of the City's <br /> existing grant programs to determine whether local non profit needs are being met and what the <br /> City should to meet unmet needs. <br /> 3. Overview of City Grant and Community Development Block Grant (CDBG) Programs <br /> City staff provided an overview of the history of the various grant programs provided by the <br /> City, including the breakdown of different grant types, the annual funding amounts, and <br /> agencies that have received funding in past years. Additional information was provided on the <br /> specific requirements and restrictions of the various grant programs, with special reference to <br /> the restrictions of the federal programs (e.g., CDBG and HOME). <br /> Discussed funding history in relation to growth in the City's population and General Fund. <br /> Discussed outreach process, how applicants are evaluated, monitoring of agencies that have <br /> received funding, using the grant process to promote capacity building, regional collaboration <br /> for increased efficiency <br /> Dave Stark noted that the City could more fully utilize the tools that are provided and required <br /> by HUD (e.g., the Consolidated Plan, Annual Plan, and Consolidated Annual Performance and <br /> Evaluation Report) as these tools are consistent with many of the priorities identified <br /> discussed by the Work Group. <br /> 4.
