It was noted that, in between periodic comprehensive needs assessments, <br /> the City could conduct an abbreviated annual survey to ascertain the top two or three issues <br /> affecting local nonprofit agencies prior to each grant year in order to get an updated pulse on <br /> the need situation. <br /> Nelson Fialho summarized that the group seems to be focusing on following issues: 1) the <br /> amount of funds allocated to the City Grant program and the related issue of the annual <br /> increase; 2) "strategic planning" issues related to the needs assessment and general policy <br /> concerns; 3) rollover unused City Grant funds from one fiscal year to the next; 4) consider <br /> aligning the CDBG and City Gran applications and processes; and 5) improve the outreach to <br /> non profits about the availability of the CDBG and City Grant programs. <br /> 4.
