B. Unless a timely appeal is filed as provided in Section <br /> 18.20.140 of this code, the decision of the zoning <br /> administrator shall be effective at the expiration of <br /> the appeal period. <br /> <br />18.20.140 Appeals <br /> <br /> A. Any appeal pursuant to this section shall follow the <br /> procedures outlined in Section 18.144.020 of this code. <br /> <br /> B. Any aggrieved party, any member of the planning <br /> commission and/or any member of the city council may <br /> appeal any decision of the board to (1) the city council <br /> or (2) the planning commission. The appeal shall state <br /> to which body the appeal is made. Any appeal to the <br /> planning commission may be further appealed to the city <br /> council. <br /> <br /> C. Any aggrieved party may appeal an action of the zoning <br /> administrator to the board. Appeals to the board shall <br /> be governed by this title as if the appeal of the zoning <br /> administrator's action were a new application before the <br /> board. <br /> <br />18.20.150 Lapse of Approval <br /> <br /> Design approval shall lapse and shall be void one year <br /> following the date upon which the drawings were approved, <br /> unless prior to the expiration of one year a building permit <br /> is issued and construction is commenced and diligently <br /> pursued toward completion, or the applicant or the <br /> applicant's successor has filed a request for approval of <br /> extension with the zoning administrator pursuant to the <br /> provisions of Section 18.12.030 of this code. <br /> <br />18.20.160 Residential Allocation Required. <br /> <br /> No residential project receiving design review approval shall <br /> be eligible to receive any building permits in the absence of <br /> an allocation from the residential allocation board. <br /> <br />1410exa.ord <br /> <br /> -7- <br /> <br /> <br />
