BACKGROUND <br /> The County Public Health Department, through its Division of Emergency Medical <br /> Services, is the local agency charged with oversight of first responder paramedic <br /> services and is also the local agency that administers and manages the contract for the <br /> paramedic service providers. To meet its oversight responsibilities, the County depends <br /> on local fire departments to provide first responder paramedic assistance at medical <br /> emergencies. Cities with fire departments that deliver FRALS services, and meet <br /> certain eligibility standards, receive compensation from the County. To ensure <br /> consistency throughout the County, Fire representatives from the Alameda County cities <br /> providing FRALS services collectively negotiated standards that are outlined in the <br /> current agreement. <br /> DISCUSSION <br /> The existing agreement with the County for the LPFD to provide FRALS services began <br /> on July 1, 2004 and is set to expire on June 30, 2009. The proposed amendment would <br /> extend the current agreement, Contract No. C2004 -0783, until June 30, 2011. The <br /> extension includes a 3% rate increase in the first year of the extension, which is $1,249 <br /> above the current per unit compensation rate. <br /> Over the two -year extension period, the City can expect to receive a total of $428,932 in <br /> revenue from the County. <br /> Compensation to the City would continue according to the terms of the existing <br /> agreement, which is based on the number of paramedic units available per day.
