THE CITY OF 4 CITY COUNCIL AGENDA REPORT pLEASANTON June 16, 2009 Community Development Engineering Division TITLE: 2009 -10 ANNUAL ASSESSMENTS FOR LIGHTING AND LANDSCAPE DISTRICTS 1984 -1 (PONDEROSA -DEL PRADO), 1993 -1 (WINDSOR), 1993 -2 (BONDE RANCH), 1994 -1 (OAK TREE FARM) AND 1995 -1 (MOLLER RANCH) SUMMARY The annual assessments for the maintenance of Lighting and Landscape Districts in the Ponderosa -Del Prado, Windsor, Bonde Ranch, Oak Tree Farm, and Moller Ranch subdivisions have been calculated for fiscal year 2009 -10. For each assessment district, Annual Assessments will remain the same as last year. RECOMMENDATION 1. Open and hold a Public Hearing to receive comments regarding the levy of annual assessments for each of the Lighting and Landscape Districts. 2. Adopt a resolution confirming the Engineer's Report, and levying assessments for each of the Lighting and Landscape Districts. 3. Appropriate $11,560.00 from the applicable City Funds (General Fund and Water Fund) to the respective Lighting and Landscape Districts. FINANCIAL STATEMENT There will be a small fiscal impact to the City as a result of Proposition 218. As the City determined that the nearly mile -long landscape strip that is located along the eastern bank of the Arroyo de la Laguna in the Ponderosa Homes Del Prado subdivision is of "general benefit the City will pay approximately $9,703 for its maintenance including water, electrical and a reserve for emergency repairs. In addition, the City owns one or more parcels of land in four of the five Lighting and Landscape Districts. These parcels contain various City utilities, such as water tanks, sewer lift stations, and water pump stations. The City will pay approximately $17 for the parcel in L L District 1984 -1, $253 for the parcel in L L District 1993 -2, $466 for the parcel in L L District 1994 -1, and $1,121 for the two parcels in L L District 1995 -1. Staff recommends that $10,746.00, which includes the Arroyo de la Laguna, the park parcel in L L District 1984 -1, the sewer lift station parcel in L L District 1994 -1, and the staging area in L L District 1995 -1, be appropriated from the General Fund; and that the amount of $814.00 for the water tank in L L District 1993 -2 and the water tank in L L District 1995 -1 be appropriated from the Water Enterprise Operating Fund. It is staff's intention to continue administering contracts with private contractors for the maintenance of these districts; the portion of the assessment for the City -owned parcels will be added to the specific L L District fund.
