Box 520 <br /> Source Reduction Pleasanton, CA 94566 <br /> and Recycling Board <br /> operating as one <br /> public agency Subject: Conformance with Waste Import Mitigation Funding Guidelines <br /> Dear Mr. Fialho: <br /> Member Agencies <br /> Alameda County As part of the FY 2007/2008 budget the Waste Management Authority adopted <br /> Alameda guidelines for the Waste Import Mitigation funding that each year is passed through <br /> e e a to the member agencies to augment waste reduction efforts and to help Alameda <br /> Berkeley <br /> Dublin County meet the "75% and beyond" diversion goals in our County Charter and <br /> Emeryville Integrated Waste Management Plan. The adopted guidelines are as follows: <br /> Fremont <br /> Hayward Commit to $1,100,000 of annual pass through funding for the next three years, <br /> Livermore through FY 09/10 (a 10% increase over past annual disbursements a chart of <br /> Newark past allocations is attached). <br /> Oakland <br /> R^amont Leave unchanged the current policies regarding the allocation formula, the <br /> nton expenditure and the accumulation of the funds. <br /> So, Leandro Adopt the following eligibility criteria: <br /> Union C ty <br /> Castro Valley In FY 07/08, no change to eligibility criteria from current policies (i.e. all <br /> Sanitary DlsMct jurisdictions eligible). <br /> Oro Loma <br /> Sanitary Dlstrid In FY 08/09, as of 7/1/2008 a jurisdiction would need to have 4 of the <br /> following 5 measures in place: <br /> Agency Programs Residential food scraps co- collected curbside with plant debris <br /> Bay-Fnendty Gardening for composting <br /> 8 <br /> Landscaping <br /> Green Building Formal adoption of a 75% diversion goal, per a model <br /> in Alameda County resolution to be developed by StopWaste.Org (attached) <br /> StopWaste Buseess <br /> Partnership C &D Debris Diversion Ordinance applicable to private <br /> irecycle@school projects as well as to civic projects (model attached) <br /> Environmentally Civic Green Building Ordinance (combined model attached) Purchasing g <br /> Food Scrap Recycling Civic Bay Friendly Landscaping Ordinance (model ordinance <br /> Grants to Non.Prmds combined with Civic Green Building) <br /> Household Han:nous <br /> Waste Recycling To be eligible for funding in FY 09/10, ajurisdiction would need to have all <br /> Muttrlamiry Recycling of the above in lace as of 7 /1/09. Funds withheld from any ineligible <br /> Recycling Information p y g <br /> Hotline jurisdiction would be allocated to the remaining eligible ones <br /> Top performing jurisdictions may appeal to the Authority Board for an <br /> exemption from the eligibility criteria. <br /> 0 Recycled Paper <br />
