THE CITY OF 5
CITY COUNCIL AGENDA REPORT
pL E ASANTON®
June 16, 2009
Community Development
Traffic Engineering Division
TITLE: ADOPT RESOLUTION APPROVING AMENDMENTS TO THE TRI- VALLEY
TRANSPORTATION COUNCIL JOINT EXERCISE OF POWERS
AGREEMENT AND AUTHORIZE THE PLEASANTON REPRESENTATIVE
TO ENDORSE SAID AMENDMENTS AT THE TRI- VALLEY
TRANSPORTATION COUNCIL PUBLIC HEARING
SUMMARY
The City of Pleasanton is working with the other members of the Tri- Valley
Transportation Council (TVTC) to update the regional traffic fee. The TVTC has
identified some changes to the Joint Exercise of Powers Agreement (JEPA) that have
been identified as non controversial and beneficial to the fee structure and JEPA.
Changes include an affordable housing exemption, a change to the calculation of the
"other" category fee, a change in the administration language to allow the fee to be used
for administrative staffing and a new provision to allow the deferral of the fee from
"building permit" to "building occupancy."
RECOMMENDATION
Adopt the attached resolution approving amendments to the TVTC JEPA and authorize
the Pleasanton representative serving on the TVTC to endorse the amendments at the
upcoming TVTC JEPA public hearing.
FINANCIAL STATEMENT
There will be some minor changes to the amount of TVTC fees collected. The increase
to the "other" category will slightly increase funds received, while the "affordable
housing" exemption will slightly reduce fees collected.
