PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 23Y) <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF PLEASANTON RECOMMENDING APPROVAL OF A TEXT <br />CHANGE TO THE GROWTH MANAGEMENT ELEMENT OF THE <br />GENERAL PLAN, AS FILED UNDER CASE GP -83 -1 <br />WHEREAS, the Growth Management Element of the General Plan <br />contains goals and policies which have been judicially <br />interpreted in a manner inconsistent with the <br />intent of the City and such interpretation has had <br />the effect of invalidating the approval of the <br />Hacienda Business Park PUD; and <br />WHEREAS, the City Council of the City of Pleasanton has <br />initiated a General Plan Amendment to the Growth <br />Management Element (GP -83 -1) which would clarify <br />the intent and application of certain goals and <br />policies of the Growth Management Element; and <br />WHEREAS, in reviewing this change in accordance with the <br />provisions of CEQA, an EIR has been prepared; the <br />Planning Commission has reviewed and considered <br />the information contained in the EIR and has found <br />the EIR complete and adequate (Resolution No. 2379); <br />and <br />WHEREAS, the EIR indicates significant environmental effects <br />would result from the General Plan Amendment, <br />these being the impacts resulting from the commer- <br />cial /industrial growth allowed by the clarification <br />(largely those of Hacienda Business Park and /or <br />other projects approved pursuant to the General <br />Plan Amendment), as summarized in the Significant <br />Effects and Findings, attached hereto as Exhibit <br />"A" and incorporated herein by reference, and as <br />more completely discussed in the EIR itself; and <br />WHEREAS, CEQA and State and local guidelines adopted pursuant <br />thereto require this Planning Commission to make <br />specific findings when an EIR identifies one or <br />more potentially significant effects which may <br />result from approval of the project; and <br />WHEREAS, this Planning Commission finds that potentially <br />significant environmental effects either (1) have <br />been avoided or substantially lessened by changes <br />and alterations which have been incorporated into <br />the project during the review process (including <br />-1- <br />
