Noise level increases from very quiet levels to <br />urban levels, but still within standards, is unavoidable <br />with development. <br />9. Si,nificant Effect: Increase in construction activities, <br />vehicle use, and industrial emissions will affect air <br />quality. <br />Finding: Adherence to an approved dust control plan <br />will mitigate the potential of suspended particulates <br />exceeding standards. <br />Fact: The dust control plan will be required for submittal <br />as part of the improvement plans and will provide for the <br />maintenance and /or revegetation of disturbed areas as <br />quickly as possible. <br />Finding: Mitigation measures are also within the juris- <br />diction of another public agency (Bay Area Air Quality <br />Management District) <br />Facts: Development must comply with District regulations <br />regarding on -site activities and emissions. <br />Finding: Restricting further development until circulation <br />system capacities are adequate will mitigate congestion and <br />the generation of high levels of carbon monoxide along <br />roadways, <br />Fact: The developers will be subject to phasing of construction <br />in conjunction with traffic related improvements to accommodate <br />increased capacity needs and to prevent congestion beyond <br />acceptable service levels, thus minimizing the potential for <br />carbon monoxide exceedences. <br />Finding: Growth management precludes growth-related <br />from exceeding regional estimates. <br />Facts: The City's growth management program which controls <br />residential growth is consistent with the areawide air <br />quality management plan. <br />Finding: Provisions for reducing automobile travel to and <br />from the site and encouraging alternative means of trans <br />portation will reduce vehicular emissions. <br />Facts: The developers will be required to provide for a <br />program of coordinated, alternative transportation systems <br />for employees throughout the site, including vanpooling, <br />carpooling, and alternative work hours. <br />-4- <br />
