reviewed what it would take to make this happen, which took people who make time for students. <br />She discussed specialty teachers in place for music, science, and physical education, they have <br />Spanish immersion programs, additional counselors, and all of these things were put into place <br />because they were student-oriented and meaningful. She said she did not want the school district to <br />default on their interest payments to the COP’s, believed it devalues their chances of getting any <br />financial help in the future and she supported the City doing what it can to maintain the quality of its <br />schools. <br /> <br />MOTION: It was m/s by McGovern/Cook-Kallio to approve an agreement with Pleasanton Unified <br />School District for a Revolving Line of Credit in an amount not to exceed $1.2 million. She described the parcel’s acreage, noted that <br />5.44 acres will be preserved as open space and of this, .21 acres is jurisdictional wetlands, and the <br />project was approved by LAFCO on March 13, 2009; however, its approval is subject to approval of <br />the PUD’s by the City Council. She described existing conditions of the site, two drainage swales, <br />noted special species was reviewed through a biological wetlands survey and there was no <br />evidence of the California Tiger Salamander and the California Red Legged Frog species on site. <br />She noted that in a Planning Commission report, staff reversed one of the statements regarding the <br />Whip Snake, and it is not considered habitat because there is not enough dense grass and <br />shrubbery on the site to support the species. <br /> <br />Ms. Decker described Parcel A, said the roadway is proposed to be a private road connecting to <br />Happy Valley Road, and noted there will also be a span bridge across the wetlands area. The road <br />is being designed as a 28’ road which will provide parking on one side, and the applicant has a <br />desire to have parking for residents on the easterly side due to the non-interruption of driveways. <br /> <br />Mayor Hosterman confirmed staff was trying to clarify the language and make it more easily <br />understood. <br /> <br />Councilmember McGovern questioned if this was larger than what Serenity and Mariposa Ranch <br />has. Ms. Decker said Serenity has a limit of the home sizes at 5,000 square feet and it is 30% FAR, <br />and these design guidelines mirror both the Mariposa Ranch at Calipe Golf Course and Serenity. <br />This is limiting the FAR greater than Serenity. <br /> <br /> <br />City Council Minutes Page 5 of 20 April 21, 2009 <br /> <br /> <br />
