He also noted the business park also has CC&R’s which restricts parking <br />on the street, which is opposite of what planning staff is allowing. <br /> <br />Councilmember Sullivan confirmed with Mr. Studzinski that he has a machine shop and makes <br />precision parts for industry. They have computerized milling machines and lathes and have been <br />there for 20 years. He bought the building 8 years ago and wants to stay there. He has 14 <br />employees now, but during busy times he has had 28 employees comprising of local machinists <br />and support staff. He noted TMJ and Pleasanton Tools are both machine shops across the street, <br />Hilphoenix Company, Peridot is on the corner that has a huge building which is assembly, <br />machinists and high tech. They have STL Labs on the other corner that do chemical groundwater <br />testing, an electronics company across the street from them. He said there is a much greater <br />percentage of industry in the park than uses like a school, and he said the Super Gen fire a week <br />ago had toxic fumes. <br /> <br />Rimma Radayeva, Applicant, said in February 2006, she looked for a place to open her business, <br />she had no idea that the business would grow so fast, and she was able to buy 5 new grand pianos <br />and thanked teachers who are credentialed. She said she came from the Ukraine 7 years ago and <br />said music is not taught in public schools and her private lessons train children to become <br />professional musicians and no one else offers such an education, which is supported by local <br />parents. They currently operate with 5 teachers who work part-time and she emphasized that her <br />type of school is needed close to residential areas. She read the appeal points and said she <br />discussed how children are brought to her classes by hand, they require parents sign children in <br />and out, agreed safety is important and said their classes normally start at 3:00 p.m. and is <br />amenable to having only 3 teachers hold class up to 4:30 p.m. She said most children come at 4:30 <br />through 8:00 p.m. and there are no trucks that come and go at that time. She said industrial uses <br />close to her shop in the business park include a cabinet shop, a roofing company, and a sound <br />recording studio. She did not agree there were parking problems and when parents are asked to re- <br />park their cars, they do so. She also has a sign on her door that asks parents to park in designated <br />areas which has been approved by the City and every parent must agree to it and sign it. Teachers <br />are also asked not to park in front of the studio and have signed the document. Regarding appeal <br />item 4, she said this would inhibit her ability to lease out her front spaces. She said at the time she <br />bought her property, she knew Jerry Pentin had the recording studio and he has not objected to her <br />use. The cabinet shop purchased their space and do not object to her business. She said Three C <br />also purchased his property and knew of her business and did not object to it. Regarding loitering <br />and rock throwing, she said many parents do not even walk by the appellant’s property, and she <br />asked that the council not consider Mr. Studzinski’s personal opinion about the matter more than <br />the neighbors and parents who also have their opinions. <br /> <br />Paulie Pan said her 8 year old son has taken piano lessons for two years and spoke in support of <br />the application to extend the permit to 5 instructors. She noted Quarry Lane Business Park has a <br />preschool, jazz and dance, a piano studio, kung fu business, a party palace. <br /> <br />Cathey Young said her 6 year old daughter takes lessons from Ms. Radayeva. She noted that <br />within walking distance of the studio is Quarry Lane School which provides infant care, preschool <br />and kindergarten activities, as well as after school care for elementary students, and summer <br />programs. Also, there is a tap and dance studio, another music studio, a gymnastics studio, a <br />cheerleading studio, an after-school learning center and a jump house for children’s parties.
