CITY OF PLEASANTON <br /> COUNTY OF ALAMEDA <br /> STATE OF CALIFORNIA <br /> <br /> ~l~l~ LNTI~ N ND. ~"~"-,/f <br />OPPOSING PLEASANTON RIDGE AND SUNOL AREA ANNEXATION <br />AZZEM BY VA ,LE¥ CO NIT SERVICE D STR ¢T <br /> <br /> WHEREAS, The Valley Community Service District, a public <br />agency providing certain services in the northern portion of <br />Pleasanton Township, has filed a proposal for annexation, in- <br />cluding the Foothill area west of State Highway No. 21 and the <br />Sunol area, estimated at over 12,000 acres; and <br /> <br /> WHEREAS, the proposed annexation is of the magnitude that <br />orderly and responsible expansion of government services is <br />impossible without conflicting with other jurisdictions; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br /> <br /> 1. The City Council does hereby vigorously, positively <br />and strongly oppose the proposed annexation of Valley Corm~unity <br />Service District in the area to the west and south of the City <br />of Pleasanton. <br /> <br /> 2. A partial list of the reasons for this opposition is <br />as follows: <br /> <br /> a) The proposal overlaps Pleasanton Annexation No. <br />presently before the District Court of Appeals, after having <br />been upheld in the trial court. <br /> <br />24-t <br /> <br /> b) The area is largely unpopulated, and no serious or <br />realistic development has been commenced. <br /> <br /> c) <br />district to <br />applicant's <br /> <br /> It is legally impossible for a community service <br />annex to provide one service only, as represented by <br />leaders. <br /> <br /> d) Much of the area lies within the Pleasanton Townshi <br />County Water District, and is served with water by the District <br />and the City of Pleasanton under a joint powers agreement. <br /> <br /> 3.
