CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1488 <br /> <br /> AN ORDINANCE AMENDING TITLE 17 OF THE PT~ASANTON <br /> MUNICIPAL CODE BY ADDING CHAPTER 17.40, "LOWER <br /> INCOME HOUSING FEE", ESTABLISHING A HOUSING FEE IN <br /> LIEU OF CONSTRUCTING HOUSING FOR LOWER INCOME <br /> HOUSEHOLDS. <br /> <br /> RECITALS <br /> (Not to Be Codified) <br /> <br />WHEREAS, the Housing Element of the General Plan includes goals, <br /> policies and implementation programs for the production <br /> of lower-income and moderate-income housing to meet the <br /> City's regional share of such housing; and <br /> <br />WHEREAS, these programs include both inclusionary housing <br /> programs and other direct governmental programs <br /> designed to produce such housing; and <br /> <br />WHEREAS, commercial, office and industrial (COI) development <br /> will generate new jobs occupied by lower-income and <br /> moderate-income workers; and <br /> <br />WHEREAS, not all residential projects and COI projects are ~ <br /> suitable for providing inclusionary lower-income and <br /> moderate-income units within their project sites; and <br /> <br />WHEREAS, to the extent the General Plan goals are not met <br /> through inclusionary housing programs, it is necessary <br /> to implement these goals through direct City-sponsored <br /> housing projects; and <br /> <br />WHEREAS, because lower-income housing goals cannot be entirely <br /> met through inclusionary programs and market rate <br /> projects, it is necessary for City-sponsored projects <br /> to augment these other programs; and <br /> <br />WHEREAS, although moderate-income housing goals appear <br /> achievable through inclusionary and market rate <br /> projects, certain types of desirable moderate-income <br /> housing may require assistance through governmental <br /> programs; and <br /> <br /> WHEREAS, the City has undertaken studies and otherwise has <br /> reviewed and considered all relevant information to <br /> <br /> 1 <br /> <br /> <br />
