water pumping capacity improvements to help serve <br /> the wider community and Mirador Avenue extension to <br /> improve traffic circulation in the neighborhood. <br /> <br /> 4. Preservation of open space is not an explicit <br /> General Plan objective for the project site, as the <br /> project site is currently designated for <br /> residential use, and such residential use may be <br /> more compatible with the future residential <br /> development on surrounding properties than would be <br /> a continuation of current horse grazing; and <br /> <br /> 5. The social, economic, and environmental benefits to <br /> be derived from the project, as discussed in the <br /> Statement of Overriding Considerations (Section V, <br /> hereinafter), would not be obtained. <br /> <br />B. Reduced Development Alternative <br /> <br /> The purpose of this alternative would be to substantially <br /> reduce most site-related impacts by eliminating <br /> development in most areas of environmental constraints. <br /> This alternative would also feature more emphasis on <br /> custom homes in appropriate parts of the site. <br /> <br /> Facts: <br /> <br /> 1. Number of lots: approximately 86 lots or less (a <br /> minimum of 63 less than the proposed project); <br /> <br /> 2. Gross density: 0.8 du/acre or less (compared with <br /> the proposed project density of 1.5 du/acre); and <br /> <br /> 3. Custom homes proposed on 22 or more lots. <br /> <br /> 4. in comparison with the 149 unit development plan, <br /> as initially proposed, impacts would be moderately <br /> to substantially reduced in the following <br /> categories: traffic, visual, vegetation and <br /> wildlife, public services and facilities, <br /> geotechnical and noise. <br /> <br /> 5. The Reduced Development Alternative includes the <br /> possible extension of a collector street across the <br /> site for an improved circulation system in the <br /> southeast Pleasanton area. As stated in the Final <br /> EIR (page 11-5), extending this collector street <br /> through the Bonds property would have a major <br /> effect on the environment, including alteration of <br /> traffic patterns, visual impacts of massive "cut" <br /> slopes through Bonde ridge, impacts to vegetation <br /> and wildlife, and increased grading, geotechnical, <br /> <br /> - 26 - <br /> <br /> <br />
