'- 11. Prior to the issuance of building permits or concurrently with the recordation of the final <br /> parcel map, whichever occurs first, the developer shall record reciprocal access and <br /> parking easements for all four lots over the common driveway, turnaround areas. and <br /> guest parking spaces with maintenance and repair responsibilities clearly defined among <br /> all (future) parcels. Said easements shall be recorded on all deeds to all lots and shall be <br /> subject to the review and approval of the City Attorney and City Engineer prior to <br /> recordation. <br /> <br /> 12. Prior to the issuance of building permits or concurrently with the recordation of the final <br /> parcel map, whichever occurs first, the developer shall record reciprocal utility easements <br /> for all four lots for the common portions of the water lines, sewer lines, and storm drain <br /> lines with maintenance and repair responsibilities clearly defmed among all (future) <br /> parcels. Said easements shall be recorded on all deeds to all lots and shall be subject to <br /> the review and approval of the City Attorney and City Engineer prior to recordation. <br /> <br /> 13. Prior to the issuance of building permits or concurrently with the reeordation of the final <br /> parcel map, whichever occurs first, the developer shall record an easement for use of the <br /> private storm drain line installed for the apartment complex located at 3955 Vineyard <br /> Avenue from the point of connection to the point where the private line connects with the <br /> 15-inch public storm drain line. Said easement shall be recorded on the deed to all lots <br />_ and the deed for 3955 Vineyard Avenue with maintenance and repair responsibilities <br /> clearly defined among all parcels. Said easement shall be subject to the review and <br /> approval of the City Attorney and City Engineer prior to recordation. <br /> <br /> 14. Prior to the issuance of building permits or concurrently with the recordation of the final <br /> parcel map, whichever occurs fu'st, the developer shall grant an eight foot wide Public <br /> Service Easement (PSE) across the frontage of the property and over any other of those <br /> parcels needed for public service easements to the satisfaction of the City Engineer. <br /> <br /> Landscaoin~, and Tree Preservation <br /> <br /> 15. A final landscape plan and irrigation plan shall be submitted to and approved by Planning <br /> Director as part of the building permit plan set prior to issuance of an on-site permit. <br /> Said landscape plan shall be consistent with the appr0ved landscape plan plus any <br /> conditions of approval, and shall be detailed in terms of species, location, size, quantifies, <br /> and spacing. Said landscape plan shall include the following: <br /> <br /> a. At least one of the street trees proposed in the planter area between the sidewalk <br /> and the privacy fencing for Lots 1 and.2 shall be located on the interior side of the fence <br /> within the private lots. At least two of the street trees shall be of an evergreen tree specie. <br /> <br /> b. All hardscape materials shall be detailed on the landscape plans as to color and <br /> material. <br /> <br /> <br />
