will improve the general level of County and City services in the vicinity of the Project. The <br />City has determined that the Project is consistent with City's General Plan. <br /> <br /> H. The County and City are willing to enter into this Agreement (1) to eliminate <br />uncertainty in the comprehensive development planning of large scale projects such as the <br />Project; (2) to secure orde~y development and progressive fiscal benefits for public services, <br />improvements and facilities planning for City and County; (3) to meet the goals of the General <br />Plan; and (4) to ensure maximum utilization of resources at the least economic cost to the public. <br /> I. Partners desire to enter into this Agreement to obtain assurance from County and <br />City that the Project may be developed, constructed, used and sold pursuant to the existing <br />project approvals for the Project, and in accordance with existing policies, rules and regulations <br />of the County and City, subject to the limitations expressed herein. In addition, Partners desire <br />to enter into this Agreement to provide for a coordinated and systematic approach to funding the <br />cost of certain public improvements or facilities planned by the County and City, and to establish <br />the timing and extent of required contributions by Parnets for these purposes. <br /> J. In approving development of the Project, the County staff, Board of Supervisors <br /> and other agencies of the County have experttied a substantial amount of time, effort and <br /> coordination in developing and reviewing PD 1837 and PD 1949 and related materials, including <br /> but not limited to, the Amendment to the General Plan as adopted by Resolution No. R-91-506 <br /> and the Environmental Impact Report certified for the Project by Resolution No. R-91-267, on <br /> lune 6, 1991. The entire development plan for the Project has been reviewed extensively and <br /> public hearings have been held to allow public comment on all aspects of the proposed Project. <br /> Public interest has been protected through numerous conditions of approval attached to PD 1837 <br /> and PD 1949 which require, among other things, that Partners construct and/or contribute to the <br /> cost of construction of several public facilities and to incorporate mitigation measures into the <br /> Project designed to protect or enhance the quality of the local environment, with particular <br /> emphasis on promotion of active viiicultural use and permanent preservation of agricultural <br /> lands. <br /> <br /> K. In approving development of the Project, the City and its staff have expended a <br /> substanUal amount of time, effort and coordination in developing and reviewing Exhibits "B", <br /> "E" and "F'. The entire development plan for the Project has been reviewed extensively and <br /> public hearings have been held to allow public comment on all aspects of the proposed Project. <br /> Public interest has been pwtected through the terms of the Amended Pre-Annexation Agreement <br /> and through numerous conditions of approval attached to Tentative Tract Map 6452 which <br /> require, among other things, that Partners construct and/or contribute to the cost of construction <br /> of several public facilities and to incorporate mitigaUon measures into the Project designed to <br /> protect and enhance the quality of the local environment, with particular emphasis on promotion <br /> of active viiicultural use and permanent preservation of agricultural lands.
