Exhibit A <br /> <br /> The following new section is proposed to be added to Chapter 18.96 of the Platon <br /> Municipal Cede (Signs): <br /> <br /> 18.96.160 Temporary Relaxation of Sign Regulations <br /> <br /> A. The Planning Director is empowered to grant temporary exceptions to the sign <br /> ordinance regulations to allow businesses to install temporary signs, banners, and/or <br /> decorations during public construction projects if the Director finds that one or more <br /> of the following criteria is met: <br /> <br /> 1. A perceptible reduction in pedestrian or vehicular traffic due to construction <br /> activity near a business. <br /> <br /> 2. Reduced pedestrian or vehicular access to a business due to construction <br /> <br /> 3. Reduced visibility of a business due to construction activity. <br /> <br /> 4. Any other perceptible hardship that a business and/or property owner can <br /> demonstrate as a direct result of construction activity. <br /> <br />B. Upon finding that one or more of the above criteria has been met, the Planning <br /> Director shall: (1) establish standards for the number, types, and sizes of signs and <br /> decorations, (2) determine the applicable businesses/properties that may utiliTe the <br /> temporary signs and decorations, and (3) determine the duration that the temporary <br /> signs and decorations may be displayed (the time period shall generally end at the <br /> completion of work and/or reopening of road(s) to traffic). <br /> <br />C. The Planning Director shall ensure that no sign is erected which is detrimental to the <br /> public health, safety, or welfare and shall cause a sign to be removed if it is found to <br /> be such a detriment. <br /> <br />D. Any action of the Planning Director may be appealed to the Planning Commission or <br /> City Council by any affected party pursuant to requirements of Chapter 18.144 <br /> (Appeals). <br /> <br /> <br />
