AVR for each affected work site is to be <br /> calculated in a manner consistent with the following method. <br /> <br /> 1. If less than 60% of the survey forms are returned for <br /> processing from those employees who start work during <br /> the peak period, all survey forms not returned from <br /> those employees who start work during the peak period <br /> shall be counted as single occupant vehicles for <br /> purposes of calculating AVR.
