CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1588 <br /> <br /> AN URGENCY ORDINANCE OF THECITY OF PLEASANTON <br /> ADDING CHAPTER 6.60 TO THE pT~ASANTON <br /> MUNICIPAL CODE, ENTITLED "MOBILE HOME SPACE <br /> RENTS," TO TAKE EFFECT IMMEDIATELY UPON <br /> ADOPTION THEREOF <br /> <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS <br />FOLLOWS: <br /> <br />Section 1: Chapter 6.60 is hereby added to the Pleasanton <br /> Municipal Code to read as follows: <br /> <br /> "Chapter 6.60 <br /> <br /> MOBILE HOME SPACE RENTS <br /> <br /> Section 6.60.010 Findinqs and Purpose. <br /> <br /> A. There are four mobile home parks within the City of <br /> Pleasanton. There are a limited number of vacant spaces in <br /> these parks and there are few additional mobile home park <br /> spaces available in the County and adjoining communities. On <br /> January 19, 1988, the Mobile Home Park Owners, the City and <br /> Mobile Home Owners entered into an Agreement providing for the <br /> stabilization of mobile home rents (hereafter "the January 19, <br /> 1988 Agreement.") Prior to the January 19, 1988 Agreement, <br /> some mobile home space rents had increased at a faster rate <br /> than the increase in the rate of inflation. <br /> <br /> B. Prior to the January 19, 1988 Agreement, the Pleasanton <br /> City Council had been petitioned by the Home Owners to <br /> establish a rent stabilization ordinance. When the City <br /> Council considered the ordinance, representatives of the Park <br /> owners suggested that alternatives to the establishment of a <br /> rent stabilization ordinance be considered. As a result of <br /> that suggestion, the parties negotiated the January 19, 1988 <br /> Agreement, which has stabilized rents in the mobile home parks <br /> within Pleasanton. <br /> <br /> c. Due to the lack of a significant vacancy factor and the <br /> high cost of moving mobile homes owned by the Home Owners in <br /> the parks, the Home Owners do not have an alternative of <br /> relocating to other parks in which rents may be more <br /> reasonable. Mobile Home Owners, unlike apartment tenants or <br /> residents of other rental stock, are in the unique position of <br /> having made a substantial investment in a residence for which <br /> <br /> - 1 - <br /> <br /> <br />
