t <br /> <br /> CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1708 <br /> <br /> AN ORDINANCE OF THE CITY OF PLEASANTON <br /> REPEALING ORDINANCE 1625 AND CHAPTER 17.24 OF <br /> THE PLEASANTON MUNICIPAL CODE AND ADDING A <br /> REVISED CHAPTER 17.24 TO THE PLEASANTON <br /> MUNICIPAL CODE CONCERNING A TRANSPORTATION <br /> SYSTEMS MANAGEMENT PROGRAM <br /> <br /> THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES ORDAIN AS <br /> FOLLOWS: <br /> <br /> Section 1: Ordinance 1625 and Chapter 17.24 of the Pleasanton Municipal <br /> Code are hereby repealed. <br /> <br />, Section 2: Chapter 17.24 is hereby added to the Pleasanton Municipal Code to <br /> read as follows: <br /> <br /> "CHAPTER 17.24 Transportation Systems Management <br /> <br /> 17.24.010 Purpose. The City has adopted General Plan policies to reduce the <br /> total number of average daily traffic (ADT) trips and to evenly distribute the ADT trips <br /> throughout the non-peak hours. The purpose of this Chapter is to implement these <br /> policies by creating a voluntary, rather than mandatory, employer trip reduction program. <br /> <br /> . City finds as follows: <br /> <br /> A. Although recent legislation (SB 437) [Health and Safety Code §40929] that <br /> prohibits public agencies from imposing mandated employer trip reduction <br /> programs, the City believes that a voluntary program can accomplish the same <br /> objectives as the mandatory program. <br /> <br /> B. Transportation planning studies done for the City of Pleasanton and the Td-Valley <br /> have all indicated the need to manage the transportation system and conserve <br /> capacity. The 1995 Tri-Valley Transportation Plan/Action Plan for Routes of <br /> Regional Significance indicates the gateways - 1-680, 1-580, Hwy 84 and Vasco <br /> Road - will have more demand than capacity. Traffic studies of Pleasanton's <br /> buildout of land use also indicate that many of the critical intersections in <br /> Pleasanton will be operating near capacity. The impact of any significant cut <br /> through traffic would further aggravate these traffic conditions. Transportation <br /> <br /> Page 1 <br /> <br /> <br />
