41 .) The developer shall pay any and all fees to which the property may be subject prior to <br /> issuance of building permits. The type and mount of the fees shall be those in effect at <br /> the time the building permit(s) is issued. <br /> <br />42.) The self storage facility shall be given either a Stanley Boulevard address or the 40 ft. <br /> wide portion of Reflections Drive which serves as an access to both the self storage <br /> facility and the entrance to the Califomia Reflections subdivision shall be renamed to <br /> California Avenue and the facility shall be given an address with this new street name. <br /> <br />43.) The applicant shall submit a final lighting plan for the building and the site for the review <br /> and approval of the Planning Director prior to issuance of building permits. Lighting <br /> shall be directed away from adjacent residences. <br /> <br />44.) All fencing shown to be used throughout the project shall be a black wrought iron style. <br /> The final design and details of all fencing shall be submitted for the review and approval <br /> by the Planning Director prior to the issuance of a building permit. <br /> <br />45 .) The final design of the soundwall and emergency vehicle access gate located on <br /> Reflections Drive at the railroad right-of-way shall be submitted for the review and <br /> approval of the Planning Director and Fire Chief prior to the issuance of a building <br /> permit. <br /> <br />46.) The 2 ft. high retaining wall to be installed in front of Buildings C and a portion of <br /> Building E shall be faced with a stone veneer similar to that used on the building wall <br /> elements. The final design of this wall shall be submitted for the review and approval of <br /> the Planning Director and Chief Building Official prior to the issuance of a building <br /> permit. <br /> <br /> 47.) The applicant shall install a "traffic calming" island to be located on Reflections Drive <br /> immediately to the north of the project entrance, the final design of which shall be <br /> submitted for the review and approval of the Public Works Director and Planning <br /> Director prior to the issuance of a building permit. This median island shall contain <br /> attractive landscaping, be automatically irrigated, and contain signage indicating <br /> "California Reflections - Local Traffic Only." The sign shall be an attractive <br /> "neighborhood entry" sign subject to the approval of the Planning Director. This median <br /> island shall be installed prior to the commencement of operations of the facility. A sign <br /> shall also be installed at the exit to the facility indicating to exiting vehicles that "No <br /> Right Turn" is permitted onto Reflections Drive.
