The Council finds, therefore, that there is a need to step down, over a period of years, the <br />maximum number of building permits that should be issued on an annual basis in order that the <br />City attain build out over a reasonable period of time and that the infrastructure needs and <br />services provided to the community will not be negatively impacted by residential growth. <br />Without the limitations provided by the ordinance, the City's infrastructure may not be available <br />when it is needed and/or that the City may not be able to provide the level of public services that <br />existing residents enjoy. <br /> <br /> The Council further finds that this ordinance will have no impact on its share of the <br />regional need for housing, has considered how the ordinance bears on the requirements of <br />Government Code, §65302, and that the ordinance will further, rather than hinder, the public <br />health, safety and welfare of the community. <br /> <br /> Based on these findings, the City Council declares that the attached ordinance is consistent <br />with the General Plan, promotes the public health, safety and welfare, maintains or improves the <br />community's existing quality of life, establishes a reasonable rate of growth that is fair and <br />equitable to the development community, and provides ample opportunity for affordable housing <br />projects. <br /> <br /> 2 <br /> <br /> <br />
