Ordinance No. 1764 <br /> <br />6. With regard to the methodology for levying the Public Facilities Fee, the City <br />Council further finds that: <br /> <br /> A. The public facilities necessary to serve existing and new residences, <br /> businesses and their employees at buildout have been cataloged in the Public <br /> Facilities Fee Technical Report ("Technical Report"), dated September 1998, <br /> attached to the Staff Report dated October 20, 1998. The City Council finds <br /> the list of public facilities to be reasonably necessary to meet the future <br /> demands for services at build-out based upon current and projected use <br /> pattems and demands. <br /> <br /> B. The estimated costs for the public facilities have been based upon current <br /> construction costs for similar facilities for which the City has recently <br /> received construction bids, or construction costs calculated on a square <br /> footage basis provided by other cities for their similar facilities. The City <br /> Council finds that these methods for estimating the costs of construction are <br /> reasonably based. <br /> <br /> C. The Land Use Element of the Pleasanton General Plan specifies the permitted <br /> uses of land within the City and places limits on the intensity and density of <br /> such uses. The City Council has reviewed the relationship between land uses <br /> and densities permitted under the General Plan and the rate and amount of <br /> actual development of property within the City. The City Council has <br /> identified trends in growth and development which enable the Council to <br /> project, with accuracy, the magnitude and extent of future development based <br /> upon the City's General Plan at projected build-out. <br /> <br /> D. The City Council has also examined the extent to which different land uses <br /> generate demands for public facilities, and has taken into consideration, <br /> among other evidence, the Technical Report. The Technical Report utilizes <br /> "service units" to measure the demand generated by existing and projected <br /> new residents, businesses and their employees on public facilities between <br /> now and buildout. Service units ratios are then assigned to different types of <br /> public facility categories according to an estimate of needs generated. The <br /> City Council finds that the service units are a reasonable estimation of actual <br /> demands for public facilities between new and existing development based <br /> upon historic, current, and projected demands. <br /> <br /> E. The estimated costs for the public facilities have been allocated to existing <br /> and new service units, and the necessary base fee for each category of public <br /> facilities has been calculated.
