overall design concept. 33. The existing trees to be retained on the site shall be pruned to reduce the chance of limb failures or other hazards. Tree pruning shall be conducted by a certified arborist familiar with the International Society of Arboriculture pruning guidelines and shall comply with the guidelines established by the International Society of Arboficulture, Tree Pruning Guidelines, current edition, to maintain the health of the trees. 34. The applicant shall comply with the tree preservation guidelines and recommendations of the tree report prepared by HortScience, Inc. dated April 1998. The applicants shall arrange for the horticultural consultant to conduct a field inspection prior to issuance of grading permits to ensure that all recommendations have been properly implemented. The consultant shall certify in writing that such recommendations have been followed prior to issuance of building permits. 35. No trees shall be removed other than those specifically designated for removal on the approved plans. The applicant shall post cash, letter of credit, or other security satisfactory to the Planning Director in the amount of $5,000 for each tree required to be preserved, up to a maximum of $25,000. This cash bond or security shall be retained for one year following acceptance of public improvements or completion of construction, whichever is later, and shall be forfeited if the trees are destroyed or substantially damaged. 36. The existing driveways to be removed shall be replaced with new curb, gutter, sidewalk, planters matching the existing materials. 37. The project monument signs shall be based on the sign elevations on the development plans. Prior to installation of any signs, a final comprehensive sign program shall be submitted to the Planning Director for review and approval. Said sign program shall include the specific details for each sign (i.e., colors, materials, illumination, location, sign text, etc. In addition, the final sign plan shall incorporate the following modifications to the proposed monument signs: a. If illumination is desired, only ground-mounted, low-intensity spot lighting shall be used for the monument signs. b. The project address(es) shall be added on monument sign. 38. The applicants shall install low-intensity lighted directory signs showing the location of the building, units, and streets, near the main entry driveways on Santa Rita Road and Old Santa Rita Road. Design and placement of the directory signs shall be subject to review and approval by the Planning Director prior to installation.
