Chairperson Roberts noted her desire for the San Francisco Bemal property usage to include a g01f <br />course to provide revenue, lighted sport fields, and housing for residents age 55 and over to lessen <br />impacts to the community. She noted she would not be in favor of relocating the train station due to <br />the property becoming a giant parking lot; however, she suggested that the park be reorganized and <br />walking overpasses be utilized for additional parking, the train station, and children walking to schools. <br />She noted she would be in favor of commercial use of the property to provide revenues, a little theater, <br />Zone 7 uses, and agricultural preserve with a place for the 4-H clubs, demonstration agricultural areas <br />and working landscapes for the community that would resemble Ardenwood Park. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Conunissioner Kameny noted he was not receiving City Council agenda revisions and requested that the <br />Commissioners be provided with those revisions. <br /> <br />Commissioner Kameny commented on the business at 625 Main Street and the use of banners. <br />Chairperson Roberts commented on another municipality having an ordinance that decorations can be <br />erected no more than 30 days before the event and removed two weeks afterwards and suggested that the <br />Commission examine issues relating to adopting an ordinance similar to that. <br /> <br />Chairperson Roberts commented on the Alameda County Planning Commission hearing on rezoning of <br />Amber Lane. Mr. Swirl noted that the City sent a memorandum to the County relating to this item. <br /> <br />Chairperson Roberts commented on the bus stop across from Amador High School and complimented <br />the design of the bus stop and landscaping. Further, she complimented the architectural design of the <br />Mt. Diablo Bank. <br /> <br />Commissioner Sullivan inquired as to ordinances for height limitations for neighborhood fencing and <br />noted he has observed fencing up to rooflines in the Hillcrest Drive area. Mr. Swift commented on <br />height limitations for residential fences and Mr. Plucker noted he would examine this issue. <br /> <br />Commissioner Kumaran recognized the fine work and guidance that Mr. Higdon has provided to the <br />Commission. <br /> <br />Commissioner Kumaran inquired as to the City Council's decision for affordable housing on the Nolan <br />Farm development. Mr. Swift provided an overview of the City Council's decision. <br /> <br />Commissioner Maas requested that staff examine issues relating to the colors being utilized for painting <br />at Al's Hair Fashion on St. Mary's Street. <br /> <br />Commissioner Maas requested that staff examine issues of removal of heritage trees and accessing the <br />value of removal of trees to the developer. <br /> <br />Commissioner Maas requested that staff agendize ample time for review of the Growth Management <br />report and suggested that a work session be conducted on the Growth Management report. <br /> <br />Commissioner Arkin noted that the Livermore Airport is in the process of updating the Master Plan and <br />inquired whether staff will be attending those meetings and whether there is interest on the part of the <br /> <br />PLANNING COMMISSION MINUTES Page 15 November 10, 1999 <br /> <br /> <br />
