Mr. Morrison provided an overview of prior radiological testing done and he <br />requested that the Commission examines issues and seeks clarification of whether the community ever <br />participated in a domestic test where people were exposed to radiation without their consent. <br /> <br />Commissioner Kumaran expressed appreciation for the information Mr. Morrison has brought to the <br />Commission's attention. Further, he expressed concern with information that staff did not present to the <br />Commission, specifically issues raised in the August 5, 1999 letter from the Department of Health <br />Services. <br /> <br />Carol Varela, 3858 Mohr Avenue, commented on the demonstration performed by the experts and noted <br />she was not convinced this was applicable. She noted the importance of public trust being restored. She <br />inquired as to how the statement "immediate health hazard" came about. Further, that the comments received were extremely unfair and outrageous. He noted <br />that the experts, the City's consultant, the two branches of the California Department of Health Services, <br />and Matt Morrison believe there is no health hazard on the Bemal property in its current use. He stated <br />that the Department of Health Services has confirmed in a letter that it is not requiring any further <br />testing at this time and that further testing of the property will be conducted in the future. He noted that <br />the City of San Francisco will proceed with the process with the Department of Health, consultation will <br />take place with the Department of Defense, Department of Energy, EPA, and Nuclear Regulatory <br />Commission. He noted that the City of San Francisco has agreed to the process that the State of <br />California has requested, in connection with the City of Pleasanton. He noted that the City of San <br />Francisco, after consultation with the City Attorney, determined that the only people who should be <br />present at the meeting with potential jurisdiction for this site were the regulatory agencies. Further, at <br />the time the City of San Francisco was examining the possibility of taking legal action against the City <br />of Pleasanton relating to contamination of the Bernal site and did not want the scope of the project <br />influenced by parties potentially liable. He noted there was a conference call during the meeting with <br />the City of Pleasanton staff relating to the sewer system.
