Further, Commissioner Sullivan recommended that the EIR be recirculated with additional information <br />to allow review by the public and the agencies and through that process determine if additional testing is <br />required. He noted he is confident that will be the conclusion if the EIR is recirculated. Commissioner <br />Sullivan requested that the EIR and any testing utilize a purely independent peer review process, which <br />allows for the public to participate in the selection of peer reviewers. He noted he is still not satisfied <br />with the EIR and issues relating to traffic and flood control. Further, he requested that the updated <br />traffic report and information from Zone 7 be contained in the recirculated EIR. <br /> <br />Commissioner Kameny stated that in his opinion the project is not being rushed, due to his having heard <br />of this project for 25 years. He noted this is an ongoing process with various Councils and various <br />Commissions. He commented that on July 16, 1999, when the Commission voted to deny the EIR <br />certification, he heard one of the Commissioners discuss the concerns of the citizens as far as dust and <br />what might happen from the existing use of the property, and that in his opinion, the City of San <br />Francisco did not misinterpret the Commissions' request for a study to determine the radionuclides for <br />the existing use of the property. He noted that study was conducted and the reason this came back <br />before the Commission was due to Matt Mordson. He stated that after six hours of testimony tonight, <br />and although it is questionable how the scope of the study was performed, the State, Matt Morrison, the <br />peer reviewer said the study is fine. Further, all parties agree there will be future studies performed prior <br />to development. He noted that it has been proven there is nothing on property today until further studies <br />are conducted, and that the concerns expressed by the public and the commissioners are in regard to the <br />project itself; however, the project itself cannot be discussed until there is approval of the EIR. <br />Commissioner Kameny noted that significant information has not been determined since the last <br />meeting, as proven by the applicant's experts, testimony from staff, the City Attorney, and Mr. <br />Morrison. He stated that there will be sufficient time to perform other studies prior to development. He <br />noted he concurred with statements made by Commissioner Maas, and that he would be in favor of <br />certifying the EIR with the conditions set forth for future studies to be performed which all parties have <br />agreed to. <br /> <br />Commissioner Arkin noted he examined significant impacts that the project is causing which are <br />unmitigated and he determined those impacts to be the air quality and traffic. He noted that category 5 <br />wire can be utilized in these proposed developed homes to encourage high-speed internet access for <br />telecommuting. He noted that he conversed with the Bay Area Quality Management District and they <br />noted that the air quality contaminants come from cold starts in automobiles, and if people telecommute <br />you will reduce the amount of cold starts in automobiles. He stated that all homes in this project should <br />be required to utilize category 5 wire. He stated that all infrastructure in this project should be designed <br />to utilize DSL. He further noted to increase air quality, electrical vehicle outlets and recharging stations <br />should be installed in all garages and parking stalls; that would encourage people to use electric <br />vehicles. He stated that the Bay Area Quality Management District provides a grant program that would <br />provide $5,000 grants to people to purchase electric vehicles; however, there is no additional grant <br />money presently available. Mr. Arkin suggested that one of the ways the City of San Francisco could <br />mitigate air quality for existing residents is to provide a $10 million endowment to the City of <br />Pleasanton. If those funds are placed in an account drawing five percent interest, or $500,000 a year, <br />100 electric vehicles could be leased at $5,000 a year for the residents of the City of Pleasanton.
