Discussion ensued regarding alternatives for relocating units and the density transfer provision in the <br />Specific Plan. <br /> <br />Maurice Cook, 6443 Alisal Street, stated that he and his wife have lived there for 30 years. He noted <br />that they have several problems relating to the project. He advised that the dirt fill will create erosion. <br />He also expressed concerns with the height of the fill and the homes on the top of the fill which will <br />impact views. He stated that two years ago it was agreed that the bypass road for the golf course would <br />be in place and that this agreement has been changed. He advised that the there was also agreement to <br />have the pumping station at the end of Alisal, but now it has been moved in front of their house. He <br />requested that these verbal commitments be made in writing. <br /> <br />Bud Barlow, 6723 Alisal Street, noted that Mr. Champion has worked with the neighbors and given <br />them the opportunity to provide input. He stated that he is present this evening, representing himself, <br />not the Alisal Improvement Club, or any other neighborhood group. He advised that the grading is an <br />important issue. He asked if it was feasible to dispose of some of the dirt at the top of the hill. Mr. <br />Champion advised that because of the need to compact the dirt, it is recommended that the dirt be placed <br />at the toe of the slope. Mr. Barlow questioned whether the 44-foot wide cut is necessary. He noted that <br />one of his main goals has been to keep traffic down and one of the important issues during the <br />development of the specific plan was to have lot sizes of two acres. He stated that it tums out that this <br />was an average lot size. He noted that all of the traffic for the seventeen lots that are one and one-half <br />acres comes out on to Alisal Street, and he would prefer to see four or five two-acre lots with access on <br />to Alisal Street directly and the homes of the remaining acreage accessed the by-pass road. <br /> <br />Daryl Horan, 6330 Alisal Street, advised that the Spotomo flat area is a large part of her view. She <br />commented that she has read the staff report and she is puzzled about a few items. She noted that she <br />attended almost all of the Happy Valley neighborhood meetings about the golf course plans and the <br />development of the flat area of the Spotorno property, and almost all of the preannexation committee <br />meetings, and she wondered what happen to the two-acre minimum on the east side of Alisal. She stated <br />that she also distinctly remembers that only the homes on Alisal on the flat area were to use Alisal Street <br />and the remainder of the homes were to use the bypass road. She advised that she objects to homes <br />being raised up by six feet and asked if other $50,000 could be added to the price of each home to help <br />pay for the cost of hauling the dirt off-site. She expressed concern about the drainage impact of the <br />homes that are going to be so much lower than the new homes, noting that some of the existing homes <br />already have drainage problems from the north side. She asked if the project would go forward if they <br />do not annex into the City. <br /> <br />Randy Harris, One Kaiser Plaza, Suite 1010, Oakland, advised that he is representing Foley Ranches, <br />which owns property immediately to the east of the project. He stated that he has met with Brian Swift <br />and he is present this evening to report that the Foleys would like to work with the City at some point in <br />the future to possibly locate a park or recreational facility on the Foley property. He noted that the <br />access to the property has been greatly restricted over the years, and that this is one of the few remaining <br />accesses.
