Mr. Plucker noted that the Commission has the ability to set a limit on the FAR and let staff and the <br />developer worry about how to make it happen. <br /> <br />Chairperson Roberts suggested that the Commission require that the project maintain a 36% FAR and <br />ten-foot setback, with the exception of the moderate-income housing lots. She stated that she also wants <br />to include input from the Fairgrounds regarding the fencing. Commissioner Maas stated that she would <br />like the communication with the Fairgrounds to be reciprocal. Chairperson Roberts stated that she wants <br />to include the bonding for the fence across the Nolan property. Commissioner Kameny stated that he <br />wants to include all of the house designs to be reviewed by the Planning Commission. He noted that this <br />is the ideal location for the affordable housing and he hopes the applicant can find a way to make it <br />work. <br /> <br />Chairperson Roberts stated that she agrees that the Commission should review the plans for the <br />moderate-income homes and any changes to the house plans. <br /> <br />In response to a question from Commissioner Maas, Mr. Plucker noted that the street lighting would be <br />included in the final map. Mr. Plucker noted that a condition could be added requiring the design of the <br />street lighting to be reviewed by the Planning Commission. <br /> <br />Commissioner Maas asked that the developer and future residents be aware of the potential problem of <br />head light glare on Street "C" where the traffic circle has been deleted, and that consideration be given <br />to include landscaping to mitigate this if there is a problem. <br /> <br />A motion was made by Commissioner Kameny, seconded by Commissioner Maas, recommending <br />to the City Council adoption of the Negative Declaration, making the PUD findings as listed in the <br />staff report, and recommending approval of Case PUD-99-05, subject to the conditions of <br />approval as shown in Exhibit "B," with the following modifications: <br /> the second Condition No. 7 of staff's memorandum include wording that states if the <br /> City and developer cannot agree to the moderate-income housing component, the <br /> project will come back to the Planning Commission for further determination. <br /> the FAR for lots 23-30 shall be restricted to an average of 36% with ten-foot <br /> setbacks <br /> the bonding for the fence in front of the Nolan property shall be required <br /> input regarding the fencing along the Fairgrounds as well as the wording for the <br /> disclosure statement shall be received from the Fairgrounds <br /> house plans which the Commission has not received, as well as any modifications to <br /> house plans will be brought to the Planning Commission for review <br /> the rural street lighting fixture designs shall be incorporated <br /> the maintenance agreement shall be worked out in conjunction with the tentative <br /> map <br /> <br />ROLL CALL VOTE <br />AYES: Commissioner Kameny and Maas and Chairperson Roberts <br />NOES: None <br />ABSENT: Commissioners Kumaran and Sullivan <br />ABSTAIN: None <br /> <br />PLANNING COMMISSION MINUTES 12 September 22, 1999 <br /> <br /> <br />
