Commissioner Roberts expressed concurrence with Commissioner Sullivan that the design of homes in <br />the project is not pedestrian friendly and additional porches should be utilized. She spoke in favor of the <br />FAR's on projects and the ample opportunity for input from the neighbors on the project. She stated that <br />the noise from the gravel grinder is constant and that if the property owners want to retain views, there <br />are going to be noise issues, due to quarry operations. She expressed concern with horses being on the <br />Jardin lot due to its small size, and she requested that farm animals retention be on a conditional use <br />permit basis. She noted that in an earlier stage of the process, that staff noted animals could be retained <br />until property was developed. She expressed concern with the design of houses for the Jardin property <br />and noted that originally the extra homes were considered for the entire 63,000-square-foot-lot. She <br />stated she would not be in favor of approving the application for the Jardin property and requested input <br />from the Commission. She further noted that a condition of the Specific Plan for agricultural use is <br />retention of wells for irrigation purposes and that Condition Nos. 63 and 64 in Exhibit "B" require that <br />wells be covered and locked, except for sub-areas 2 and 3. <br /> <br />There was discussion among the Commission relating to the redesign of the housing design for the <br />Jardin property, relocating one of the houses to where the barn is to avoid conflict with the Specific Plan, <br />and requiring a conditional use permit for agricultural use before Tentative Map approval is granted. <br />Commissioner Maas and Kameny expressed support with requiring a conditional use permit for <br />agricultural use. Further, Chairperson Roberts requested that a grading plan be provided. Commissioner <br />Roberts noted she would be in support of open fencing and conditioning fencing around homes for <br />privacy use. Further, she noted she would be in support of design review being brought before the <br />Commission. Commissioner Kameny noted that Mr. Jardin has not objected to the design of homes on <br />his property. <br /> <br />A motion was made by Commissioner Maas, seconded by Chairperson Roberts, finding that the <br />proposed PUD development plans are consistent with the General Plan, purposes of the PUD <br />ordinance, and Vineyard Avenue Corridor Specific Plan; that the PUD findings be made as listed <br />in the staff report; and, recommending approval of Cases PUD-99-6, PUD-99-8, PUD-99-9, <br />PUD-99-10 and PUD-99-12 to the City Council, subject to the conditions shown in Exhibit "B" <br />and modifications to conditions as contained in the September 7, 1999 memorandum. Further, <br />that additional conditions be included requiring (1) that the design review of the houses be <br />brought back before the Commission for approval, with the suggestion that home design be more <br />individualistic with more of a rural flavor to homes, as specified in the Specific Plan, utilizing <br />side-loading garages; (2) that open fencing being utilized, with solid fencing being allowed in <br />setbacks for homes to allow for privacy; (3) that defined grading pads be presented at the <br />Tentative Map hearing in order to reduce fiat pad grading; and (4) that farm animals be allowed <br />as a conditional use. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Kameny and Maas, and Chairperson Roberts <br />NOES: Commission Sullivan <br />ABSENT: Commissioner Kumaran <br />ABSTA1N: None <br /> <br />Resolution No. PC-99-63 was entered and adopted as motioned. <br /> <br />PLANNiNG COMMISSION MINUTES Page 8 September 8, 1999 <br /> <br /> <br />
