He expressed <br />disappointment with the Commission not being notified when this item was going to be heard by the <br />City Council and he noted he was not informed of the hearing of this item until he received the City <br />Council agenda on the day of the meeting. He expressed disappointment with the Commission not <br />receiving a courtesy copy of the staffreport, and noted he requested a copy of the staff report at a <br />previous Commission meeting. He expressed disappointment with staffs presentation to the City <br />Council, and noted that, in his opinion, staff did not present the Commission's recommendation or <br />concerns, but that it was a presentation on why the staff did not support the Commission's <br />recommendation. He expressed disappointment with the City Council not engaging in discussion. He <br />noted that his concern is not the way the City Council voted, but with the process being futile. He noted <br />that the Commission raised concerns and they were relayed to staff with the intent of the City Council <br />addressing concerns and that process was not followed through adequately. He noted his desire for a <br />change in the process in the future. <br /> <br />Mr. Swirl noted that staffs presentations to the City Council are short, at the request of the City Council. <br />He suggested that the Commission consider establishing some protocol on a member of the Commission <br />being appointed as spokesperson to present the Commission's recommendations to the City Council. <br />Discussion ensued relating to how to resolve this issue in the furore. <br /> <br />Chairperson Roberts expressed concern with the removal of the heritage trees in front of the Benivedes' <br />family house. She noted that no action has been taken by the developer to replace trees, and that the <br />Benivedes family is being exposed to full sun, noise and dust due to the removal of trees. Mr. Plucker <br />noted that he was led to believe that the situation had been resolved previously and he would resolve the <br />situation as expeditiously as possible. <br /> <br />Commissioner Kameny expressed concern with Vineyard Avenue, opposite of Touriga, being utilized as <br />a used-car lot. <br /> <br />8. MATTERS FOR COMMISSION'S REVIEW/ACTION <br /> <br />a. Future Planning Calendar <br /> <br />Ms. Swift noted there would be no special meeting on September 13, 1999 for the San Francisco <br />Bemal property. Mr. Swift requested that the Commissioners check their schedules for a <br />tentative date for a special meeting in the week of September 27, 1999 through October 1, 1999. <br /> <br />Discussion ensued relating to the projects that the City Council has deemed as a high priority. <br />Commissioner Sullivan stated that he would not support any special meetings between now and <br />November. He noted that there is an initiative that the public has said they want to vote on, and <br />that he feels it would be a violation of public trust to accelerate the process to get something done <br />before the public has a chance to vote on it. <br /> <br />b.
