Commissioner Sullivan stated that he agrees with Mr. Swift that this is the kind of thing we should be
doing as a city. He advised that in addition to the renewable energy aspect, just the fact that we have
some light industrial business in the city and employment opportunities is also good. He noted that he
does have some concern about the traffic issues, but it sounds like there is a plan to deal with it. He
advised that, overall, he supports the application.

Commissioners Roberts, Maas, Kameny, and Kumaran voiced support for the project.

A motion was made by Commissioner Sullivan, seconded by Commissioner Roberts, finding that
the proposed project would not have a significant impact on the environment and approving the
Negative Declaration; and approving Case Z-99-70, subject to the conditions of approval and
staff's memo dated August 25, 1999.

ROLLCALLVOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Kameny, Maas, Sullivan, and Roberts, and Chairperson Kumaran
None
None
None

Resolution No. PC-99-58 and -59 were entered and adopted as motioned.

PUD-99-01, Mardel L.L.C./Lemoine Property
Application for PUD development plan approval for 12 new residential lots, one existing
residential lot with an existing second unit, and open space located at 4456 Foothill Road.
Zoning for the property is PUD - LDR/RDR/A (Planned Unit Development - Low Density
Residential/Rural Density Residential/Agriculture) District and West Foothill Road Overly
District.
