Commissioner Sullivan stated that he agrees with Mr. Swift that this is the kind of thing we should be <br />doing as a city. He advised that in addition to the renewable energy aspect, just the fact that we have <br />some light industrial business in the city and employment opportunities is also good. He noted that he <br />does have some concern about the traffic issues, but it sounds like there is a plan to deal with it. He <br />advised that, overall, he supports the application. <br /> <br />Commissioners Roberts, Maas, Kameny, and Kumaran voiced support for the project. <br /> <br />A motion was made by Commissioner Sullivan, seconded by Commissioner Roberts, finding that <br />the proposed project would not have a significant impact on the environment and approving the <br />Negative Declaration; and approving Case Z-99-70, subject to the conditions of approval and <br />staff's memo dated August 25, 1999. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kameny, Maas, Sullivan, and Roberts, and Chairperson Kumaran <br />None <br />None <br />None <br /> <br />Resolution No. PC-99-58 and -59 were entered and adopted as motioned. <br /> <br />PUD-99-01, Mardel L.L.C./Lemoine Property <br />Application for PUD development plan approval for 12 new residential lots, one existing <br />residential lot with an existing second unit, and open space located at 4456 Foothill Road. <br />Zoning for the property is PUD - LDR/RDR/A (Planned Unit Development - Low Density <br />Residential/Rural Density Residential/Agriculture) District and West Foothill Road Overly <br />District. The Planning Commission will also consider the Negative Declaration prepared <br />for the project. <br /> <br />Continued to September 8, 1999. <br /> <br />City Acquisition of a Portion of the Former Railroad Right-of-Way Adjacent to Stoneridge <br />Drive and Northeast of Sutter Gate Park <br />The proposed project is for a General Plan conformity finding for City acquisition of two <br />undeveloped parcels, an approximately 1.93-acre parcel located northeast of Sutter Gate <br />Park between Stoneridge Drive and Santa Rita Road (APN 946 3325-095-03), and an <br />approximately 0.11-acre parcel located east of the intersection of Stoneridge Drive and the <br />Arroyo Mocho Canal (APN 946-3325-095-02) for public park uses. The parcels have a <br />General Plan land use designation of Open Space/Transportation Corridor and a zoning <br />designation of Public and Institutional. Thc Planning Commission will also consider the <br />Negative Declaration prepared for the project. <br /> <br />Mr. Swift presented the staff report, commenting on the history of the property proposed for purchase <br />and the proposal for the use of the property.
