the City Council urge Zone 7 to come up with a recommendation regarding the Arroyo during this
interim period. He noted that affordable housing is needed and that perhaps it could be purchased rather
than increasing densities. He also expressed concern regarding the PG&E capacity projections. He
advised that he does not believe the transportation fees adequately mitigate what is happening, and that
the growth is compounding, not mitigating, the problem. He also expressed concern regarding the
impacts on the schools. He suggested that the option of the City purchasing the property be considered
to determine whether it is viable.

Mr. Lymburn thanked the Commissioners for their hard work. He noted that perhaps the Planning
Commission underestimated the consequences of its decision, in that he does not know what action the
City and County of San Francisco will take, but he knows they will take the Commission's action
extremely seriously. He commented that he believes that San Francisco will have no choice but to
evaluate its options at this point and ask whether this process is basically terminated. He noted that
moving ahead may very well not be one of the options that San Francisco undertakes.
Chairperson Kumaran stated that he hoped that if the applicant looks upon the Commission's choices and
decisions it would be interpreted as being made from looking at what the Commissioners see in the
General Plan and the land use consequences for the City and the interest of the City of Pleasanton.

4.
