24. <br /> <br />Principles of Agreement: Specifies the elements included inthe initial approval <br /> documents. <br /> <br />StaffRecommendation: Staffhas long sought a viable option which not only would <br /> allow Zone 7 the opportunity to make an unconstrained decision on its <br /> master plan, but would allow San Francisco to plan and move forward <br /> with its project. Staff believes the initial approvals will allow this; <br /> however, a plan which relocates the golf course at the initial phases and <br /> holds off residential development within a 200- to 300-foot setback area <br /> would better accomplish this end. <br /> <br />Air Quality <br /> <br />Issue: The project contributes too greatly to air quality standard exceedances. <br /> <br />Proposed Project: Includes construction stage mitigations; requires TSM measures; <br /> limits fireplaces. <br /> <br />Alternatives: <br /> <br />Ban wood-burning fireplaces. <br />Specify/increase TSM standards (see #16 above). <br /> <br />Discussion: <br /> <br />The project is no more "polluting" than an equivalent number of units in <br />several projects, each individually below the Air Quality District's <br />thresholds of significance. Ozone (smog) exceedances are largely a <br />regional phenomenon. TSM measures can help, but exceedances will <br />occur with or without this or any other Tri-Valley development. The <br />BAAQMD addresses ozone on a regional basis and is considering new <br />rules this month to bring the Bay Area back into compliance. None of <br />these rules would affect this project. Wintertime air quality (though not <br />projected to be in violation of standards) can be improved by eliminating <br />woodbuming fireplaces which generate particulates. Staff has been <br />reviewing a model ordinance to ban these in new residences citywide. <br />This could be done as a project requirement for the Bemal Property project <br />or as a citywide ordinance (allowed to apply to this project by the "local <br />rules"). Fireplace "amenity" without the pollution can be gained from gas <br />fireplaces or certified wood-burning stoves. <br /> <br />Principles of Agreement: Not specifically addressed. <br /> <br />Staff Recommendation: Staffwould support a ban on woodbuming fireplaces, either as <br /> a project condition (mitigation) or as a citywide regulation. <br /> <br />Substantive Issues/Alternatives Page 27 June 9, 1999 <br /> <br /> <br />
