Vice-Chairperson Roberts suggested that any application for a detached unit on R-10,000 zoning or <br />lower be brought before the Commission for approval. <br /> <br />Mr. Iserson stated that the item was brought back to the Commission as a courtesy to allow full <br />discussion by the Commission in light of the Housing Commission action and before a modified <br />recommendation was made to the City Council. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Robert Cordtz, 262 West Angela, commented on the positive improvements made in the Downtown <br />area. He requested that rules governing this area not be so strict and that older residences on substandard <br />lots in the Overlay District be examined on a case-by-case basis. <br /> <br />Mr. Cooper noted that this ordinance would not effect downtown properties due to the zoning <br />designations for the downtown area. <br /> <br />June Blanchette, 393 West Angela, commented on the improvements she would like to make to her <br />property and noted that because of her substandard lot line and inadequate setbacks, demolition of her <br />home might be necessary for renovation. She requested that the homes in the downtown area be <br />examined on a case-by-case basis and requested undergrounding of utilities in this area. <br /> <br />Discussion ensued relating to clarification of what constitutes a substandard lot and requiring <br />conformance of older homes to ordinance. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Vice-Chairperson Roberts still was concerned about privacy impacts of detached second units since the <br />City has no control over who lives there. She suggested eliminating administrative approval for zoning <br />designations under 10,000 square feet to increase public input. <br /> <br />Commissioner Cooper requested continuance of this item until more commissioners are present. He <br />expressed concern with smaller lots bearing the additional burden of increased density and that smaller <br />lots should retain their buffers. There is still an opportunity to create attached second units and there is <br />no need for staff's recommended ordinance. <br /> <br />Commissioner Kameny understood Commissioner Cooper's views; however, he noted that some <br />R-1-6,500 zoning designated lots might be 10,000 or 12,000 square foot lots due to lot configuration and <br />would accommodate detached units and not infringe on neighbor's privacy. <br /> <br />Commissioner Cooper expressed concurrence with Commissioner Kameny's statement relating to <br />10,000 or 12,000 square foot lots accommodating detached units; however, he expressed concern with a <br />standard R-1-6,500 square foot lot accommodating the required setbacks. In response to an inquiry by <br />Commissioner Kameny, Commissioner Cooper noted he would consider approving detached units on a <br />10,000 square foot lot in a R-1-6,500 zoning district.
