environmental impacts on hillsides. He expressed concern with the residential and school <br />development adjacent to the quarry, developing a park on the old landfill site unless the area is <br />adequately analyzed and impacts mitigated; issues relating to traffic being generated by the <br />school on the residential area; cut-through traffic to and from Livermore; impacts of the <br />vineyards and agricultural use on the school and residents unless organic farming methods are <br />employed. He further expressed concern with the visual impacts of housing especially in the <br />Low Density Residential areas along the existing Vineyard Avenue; and the visual impacts of <br />Lots 8, 9, and 13 on Shadow Cliffs Regional Recreational Park. He noted he would like to see <br />greater setbacks for Lots 22 and 23. <br /> <br />Discussion ensued relating to relocation of the school site. <br /> <br />Commissioner Sullivan expressed concern with the Medium Density Residential designation in <br />close proximity to the urban growth boundary and cattle operation, and suggested reducing the <br />density on Lot 28. He spoke in favor of maintaining flexibility for raising livestock and not <br />utilizing the two-year restriction. He expressed concern with additional houses in the high fire <br />hazard areas and spoke in favor of utilizing the minimum number of street lights to maintain <br />rural atmosphere. <br /> <br />Chairperson Kumaran spoke in favor of reducing development of homes to 150. He noted thal <br />lots with high visibility should be eliminated. He spoke in favor of issues relating to Lot 28 <br />being studied due to impacts to the Foley ranch, and examining issues related to the Goodwin <br />property housing density. He further spoke in favor of including the school and parkland sales in <br />the economic analysis. He spoke in favor of preserving open space and requested that staff <br />examine issues relating to creating easements within the Specific Plan Area to eliminate potential <br />development in open space land in the furore. He spoke in favor of creating alternative access to <br />Lot 3. He noted the need for daycare and spoke in favor of permitting this use in the Plan. He <br />spoke in favor of sidewalks and trails being developed on Vineyard Avenue near the school for <br />use by children and with traffic signals being utilized to mitigate safety issues. He spoke in favor <br />of trails being asphalt or crushed rock. <br /> <br />Discussion ensued relating to the color of homes on the hillsides and Low Density Residential <br /> <br />4.
