connecting with local governments regarding voluntary load reductions in local government <br />facilities in the event of peak load problems. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Stoner advised that the ISO is a <br />commission that was set-up by the State. Members of the ISO include industry representatives <br />and members from the Energy Commission. The purpose of the ISO is to make sure that <br />everything runs smoothly, that everyone has access to the grid, and that energy gets to where it <br />needs to go. There has been discussion to making it a non-profit agency and removing <br />individuals who have a potential conflict of interest. <br /> <br />Chairperson Sullivan asked if a community or city put together an energy plan or policy, could <br />the plan include the kinds of power facilities that it would allow. Mr. Stoner advised that this is <br />possible, but justification would need to be provided. He noted that without a policy the City <br />would not have a lot to say about proposed facilities and that he would encourage some type of <br />policy. In response to a question from Chairperson Sullivan regarding the proposed P.O. & E. <br />transmission line, Mr. Stoner advised that an energy plan could provide for where the line could <br />be installed or prohibited. He noted that the transmission lines are permitted by the Public <br />Utilities Commission. <br /> <br />Mr. Stoner advised that a consultant could help to develop the policies or Energy Element. He <br />noted that funding is available for developing a Community Energy Authority. <br /> <br />Mr. Stoner reported that hopefully funding will be available from the State to install <br />photovoltaics on schools by next summer. <br /> <br />The Commission recessed for a break at 8:45 p.m. <br /> <br />Chairperson Sullivan reconvened the meeting at 8:55 p.m. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Kathy Smith, 3687 Reflections Drive, thanked the Planning Commission and staff, and voiced <br />her appreciation for the concept of building a strategy awareness of the City's energy needs. She <br />offered her support and stated that she would like to be part of any citizen input needed. <br /> <br />Bill Buecker, 1246 OrloffDrive, stated that he attended the November 8 meeting. He advised <br />that he resides northwest of the proposed UAE site and that sometimes this area receives the <br />brunt of this type of development because it is considered an industrial area. He stated that he <br />agrees there should be a study and a moratorium until there is a plan in place. He voiced support <br />for a eonmaunity plan for power generation and stated that he does not believe the proposed <br />Enron site is appropriate because of the noise impacts. He advised that he does not believe <br />power plant applicants should be part of the discussion regarding the power policy. He noted <br />that he does not believe the process should be rushed, but that it should be well thought out. <br /> <br />Kevin Best, 3300 Wooden Valley Road, Napa, stated that he is the developer of the Pleasanton <br />Power Park.
