Mr. Bocian higMighted key <br />areas contained in the report including background information, key features of the draft <br />Inclusionary Zoning Ordinance, consistency with other city documents, and the impacts of the <br />ordinance on future residential development. Mr. Bocian provided the Commission with a <br />document that would amend the ordinance and clarify the fee requirements for any development <br />that is paying a fee rather than providing units. In conclusion, he noted that staff's <br />recommendation is that the Commission approve the proposed Inclusionary Zoning Ordinance <br />and modifications to Chapter 17.40 of the City Municipal Code relating to the Lower-Income <br />Housing Fee guidelines. Further, the ordinance will be forwarded to the City Council for review <br />and adoption. <br /> <br />Discussion ensued relating to the location of the affordable housing developments, the <br />low/moderate income fee paid by the developer if no housing is constructed, the fee the City <br />charges for not providing affordable housing in a development, the benefit to Pleasanton in <br />having developers provide affordable housing units versus paying the fees, standard market <br />value rates for affordable housing, and issues relating to the process for approval of affordable <br />housing. <br /> <br />Ms. Seto clarified that the proposed ordinance would allow the City's first choice to be that <br />affordable housing be provided by the developer versus the current program wMch allows the <br />developer the choice of providing units or paying the fee. She noted the majority of developers <br />elect to pay the fee versus providing affordable housing. Mr. Bocian noted the proposed <br />ordinance would require the developer to demonstrate that affordable housing is not a viable <br />option for the development. <br /> <br />Mr. Bocian noted he would provide the Commission with the analysis that was utilized for <br />determining the market rate for affordable housing units. <br /> <br />Discussion ensued relating to the process for approving affordable hous'mg and clarification of <br />whether the Commission will hear the Housing Commission's recommendation. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />PLANNING COMMISSION MINUTES July 26, 2000 Page 5 <br /> <br /> <br />
