Commissioner Arkin noted he desired additional time to consider Green Building <br />practices that should be utilized on the homes. He suggested that a Green Building proposal be <br />developed that would reduce the power load demand for residential and commercial properties <br />due to the power utilization in the Tri-Valley being at 98 percent capacity. Commissioner Arkin <br />noted he still had inquiries of what the sidewalks will look like, the street trees that will be <br />utilized, the design, material and color of fencing. He requested that color visuals be provided of <br />the alley demonstrating the trees that will be utilized, street material, and whether parking will be <br />allowed in the alley. He further requested that the architectural details of the sides and backs of <br />the elevations be provided. Commissioner Arkin requested that the developer provide how the <br />central area is going to be connected to the business park from a design perspective. <br /> <br />Commissioner Kameny commended Greenbriar and staff for the work performed on this project. <br />He commented on the public input that was received and stated there was great diversity in the <br />public's statements. He stated that one of the major concerns is the traffic impacts. <br />Commissioner Kameny stated he would be in favor of developmant on the east side and noted <br />support with Alternative 7a. He noted that Alternative 7a would provide for the most latitude <br />and contiguous property in the central portion of the plan and provision of creative design work. <br />He requested that the architectural details of the sides and rear of elevations be provided. <br />Commissioner Kamany requested that the developer provide the name of a project that utilizes <br />front loading garages and side loading garages. He stated that he liked the architecture of the <br />project and clarified that there are four different commercial buildings in the project. He stated <br />that the west side of the development contains a lot ofdevelopmant. He noted that the preferred <br />plan had higher density on the westerly side and noted a golf course would be desirable on the <br />west side of project. Commissioner Kameny spoke in favor of the central portion having as <br />much open space as possible. He noted he would not support relocating any of the houses closer <br />to Bernal Avenue. He disclosed he viewed the property with Mr. Costanzo. <br /> <br />Vice Chairperson Sullivan and Commissioner Arkin disclosed they toured the property with Mr. <br />Costanzo. <br /> <br />Vice Chairperson Sullivan noted that his preference is for Alternative 7a. He stated that <br />eventually his hope is to have a transit village on this parcel with the ACE train station. Further, <br />he noted his desire for the Eastern Parcel to have higher density units, 4,000 square foot lots, <br />possibly apartments, and situated to the future ACE station to allow for pedestrian usage. He <br />requested that the developer examine this option. Vice Chairperson Sullivan noted he agreed in <br />concept with the public who spoke in favor of the Tri-Valley Vision 2010 initiative and that this <br />should be transit-oriented; however, he noted he would not support the 1900 units, due to the <br />impacts on the City. He spoke in favor of the number of units presented and stated they should <br />be arranged differently. Vice Chairperson Sullivan requested that the developer examine options <br />for saving the cottonwood grove adjacent to the hill. He noted he would be in favor of adding <br />some of the 5,000-square-foot lot units to the Central Parcel and relocating some of the 4,000- <br />square-foot lot units to the east side of developmant.
