Commissioner Sullivan expressed his desire to revisit issues of Condition No. 3 contained in <br />PCUP-04 relating to car pooling and use of public transportation. Ms. Sero stated she would <br />provide additional information relating to the history of the State of Caiifornia law relating to <br />TSM programs and information on what other communities are doing to address this issue. <br /> <br />Commissioner Maas commented on a golf club business on Hopyard and Valley Roads and <br />inquired as to the reason the application did not come before the Commission for review. Mr. <br />Plucker not~.xl that retail use is a permitted use and that the Commission would not normally hear <br />those applications. <br /> <br />Commissioner Maas suggested that the Commission examine the issue of repaving of City <br />streets once construction projects have been completed. Mr. Jost noted that requiring repaying of <br />the streets could be made a condition of approvai for applications. <br /> <br />Commissioner Arkin commented on the medians near Kaiser Permanente that are cement with a <br />tree and noted that medians with grass are more aesthetically pleasing. <br /> <br />Chairperson Roberts extended an invitation to the Commission to visit a working ranch on <br />Collier Canyon Road where the owner has been involved in developing wet lands, improving <br />the environment, and resource management. <br /> <br />Commissioner Arkin asked for clarification from the City Attomey's Office relating to charging <br />developers additional fees for traffic mitigation. Ms. Sero provides an overview of traffic <br />mitigation fees and noted that regional fees have been set by the cities and that a fee has been <br />formally adopted through the City Council to make sure developers are charged a fair fee. <br /> <br />Commissioner Sullivan inquired as to the date for the U.S. Green Building Council presentation <br />and Mr. Plucker noted the workshop is scheduled for May 10, 2000 at 6:00 p.m. Commissioner <br />Sullivan requested that an invitation be extended to the City Council, and any other interested <br />person, to attend the workshop. <br /> <br />Commissioner Maas noted the April 25th, 2000 joint meeting between the Planning Commission <br />and City Council has been canceled. <br /> <br />8.
