He noted further that <br />r. projects propose growth and that a system design approach is not taking into account social and <br />environmental impacts. He stated that the connections need to be examined between land use, <br />transportation, energy use, social issues, and housing and that these issues should not be <br />examined separately. He noted that development needs to integrate human-made systems with <br />natural systems. He noted he would recommend to the City Council that there be discussion of <br />these issues and other issues before additional development is approved.
