Resolution No. PC-99-27 <br />Page 4 <br /> <br /> "EXHIBIT "B" <br /> Conditions of Approval <br />Case UP-99-04 <br />Lynnewood United Methodist Church <br /> <br />The operation of the proposed use shall conform substantially to the site plan, floor plan, <br />and written narrative, Exhibit "A", dated "Received" January 29, 1999, on file with the <br />Planning Department, except as modified by these conditions. <br /> <br />Carden West School shall obtain approval for a new conditional use permit prior to <br />utilizing the remodeled education building with the classroom addition. <br /> <br />If additional hours of operation or activities beyond that proposed in the written narrative, <br />dated "Received" January 29, 1999, on file with the Planning Department, are desired, <br />prior City review and approval is required. Requests for modification of the use permit <br />shall be submitted to the Planning Director, who may approve the modification or refer <br />the matter to the Planning Commission if judged to be substantial. <br /> <br />If the operation of this use results in conflicts pertaining to parking, noise, traffic, or other <br />impacts, at the discretion of the Planning Director, this conditional use permit may be <br />referred to the Planning Commission for subsequent review at a public hearing. If <br />necessary, the Commission may modify or add conditions of approval to mitigate such <br />impacts, or may revoke said conditional use permit. <br /> <br />Except as stipulated below, the applicants shall maintain the existing parking easement <br />over the adjacent properties to the south (4450 and 4456 Black Avenue) for as long as the <br />church activities continue on the property. If the applicants desire to terminate the <br />parking easement in the future, the applicants shall submit a parking analysis, including <br />such information as parking counts, number of parishioners attending services and <br />Sunday school classes, etc., to the to the Planning Director for review. If it is found by <br />the Planning Director that the existing on-site parking spaces would not be adequate to <br />serve the church uses, the existing parking easement shall be maintained or other <br />conditions of approval shall be added to mitigate parking impacts. Conditions can <br />include, but are not limited to, reducing or limiting the number of parishioners during <br />Sunday services, adding an additional Sunday service to reduce the number of <br />parishioners per service, reducing or limiting the number of Sunday school students and <br />teachers, or constructing additional on-site parking spaces. Any new parking spaces or <br />modifications to the operation of the facility shall be subject to City review prior to <br />installation. <br /> <br />{end} <br /> <br /> <br />
