Generally/limit all new structures within the Specific Plan area to two stories <br /> <br />A major attraction of Downtown, from a land use standpoint, is the small, pedestrian <br />scale of historic buildings. Existing buildings on Main Street do not exceed two stories. <br />This height establishes a scale of development which should be followed throughout the <br />Specific Plan area, as specified in the City's Downtown Revitalization Guidelines. In <br />order to preserve the historic character of Downtown, all new buildings within the <br />Specific Plan area should be limited to two stories, except that new or remodeled <br />three-story buildings may be allowed on a case-by-case basis, subject to the <br />following criteria: <br /> <br />The three-story building must be pedestrian in scale, as determined <br />through the design review process, and shah include design features such <br />as first-story storefront windows, recessed entries, building detailing, and <br />awnings. <br /> <br />The three-story building must be designed to minimize its three-story <br />appearance through use of techniques such as dormer windows, stepping <br />back upper floors, and using design features between building levels to <br />assist in maintaining an overall horizontal design character to the <br />building. <br /> <br />e <br /> <br />The building height and form must relate to adjacent and nearby <br />structures. <br /> <br />4.
